France's involvement in the Vietnamese liquor market began in 1862 when taxes on imported alcohol were introduced, shortly followed by costly licensing and facility requirements. By the late 19th century, French entrepreneurs had replaced Chinese producers and held a monopoly on rice wine production and distribution. This resulted in a fourfold increase in prices in 1897, accompanied by the establishment of the Department of Customs and Monopolies to ensure strict control. As the surveillance of the alcohol trade intensified, the smuggling of the newly illegally produced spirits relied on secret distribution, frequently performed empty gas cans, and clandestine wineskins rural factories to urban centers.
